The proposed East River Bridge Tolls will be a traffic disaster. Even in the unlikely event that the city is able to properly install and maintain high speed EZPass lanes, traffic will be backed up into Brooklyn and Queens all morning. I think that city residents should have at least some free crossings into Manhattan.
