The proposed East River Bridge Toll will be horrible for the middle and lower class families, because this will be another fixed fee for an average New Yorker. The rich will not mind it, but everyone else would. With such a high toll ($7), it will just hurt the average New Yorker's income and savings.
If New York City want more money, raise the income tax on the rich and lower the income tax for the middle and low income families.
We pay enough taxes and fees for just living in NYC.
Also, some low income families may not fill out the concensus so that is not totally dependable. Reasons may be not understanding the English language or moving from apt. to apt. because of rent costs. I know that you can think of a lot more reasons if you imagine yourself earning less than $20,000 per year.
