You also pay higher insurance rates partly because some NYers register their cars elsewhere; out-of-state or at least out of the 5 boroughs. I think they need an incentive to play fair. I also favor just about any policy which will have the effect of reducing traffic volume. My next door neighbor has two cars and enjoys on-street parking for both. There was a time when overnight, on-street parking was not allowed in this town but for a long time now owning a car automatically entitles one to that. Everybody in this town cannot own a car; I think a fewer cars would improve the quality of life in this town. One way to accomplish that is to put car ownership more out of reach. Yes, I'm talking about making automobile ownership more expensive and relating the infrastructure expenses directly to the sources that have impact upon them. Infrastructure is not just roads and bridges, it also includes police. I do not pay gasoline taxes; it would be interesting if we knew what portion went to the city.
