Bridge Repair

Has anyone considered using the proposed tolls on the east river bridges, to actually repair them? It seems that the Brooklyn, Manhattan and Williamsburg Bridges are always under repair. Especially since they are the 3 oldest bridges in NYC. Im not sure about the Queensboro, haven't see as much repair being done on it.
