We all pay to maintain the city streets but those of us who own & operate motor vehicles get more use out of them & cause more wear & tear. You might be an occasional street parker and pay less than a full-timer. All permits would be bar-coded. Visitors could order them on-line or buy them in any convenience store. The idea is to shift the financing of the service.
